Hoang Sa Islands and Other Territorial Waters Were Put under the Management of the Vietnamese Feudal States For Centuries

     The author provides an overview picture on the affirmation for sea and islands sovereignty and the management for Hoand Sa Islands along with territorial waters under Vietnamese feudal dynasties from Ly - Tran to Le, Nguyen. His analyses seek to clarify that the Vietnamese dynasties were always consciously aware of the defense over Hoang Sa Islands and territorial waters in the East Sea, and confirmed Hoang Sa Islands as a territorial part of Vietnam under the Vietnam feudal states’ management.

     Based on the exploitation of archival materials relating to the Hoang Sa Islands of Vietnam enacted by the Republic of Vietnam government from 1954 to 1975, most of them stored at the Presidency, Prime Minister Offices as types of top secret and confidential documents, now preserving at the National Archives centers in the whole country, the author seeks to analyze, quote and to prove that China humbug used “Ngu phu la, tau la, co la” (strange fishers, ships and flags) in order to gradually encroach upon Hoang Sa then in certain time to usurp immediately Hoang Sa by a "little war" (tieu chien tranh) in 1974. By doing so, the author will have some conclusions, lessons and legal issues for Vietnam’s Hoang Sa problem.

     Forty years ago, from 19 to 24 January 1974, China mobilized considerably a naval and air forces to invade the Hoang Sa Islands of Vietnam. The Hoang Sa Islands were put under the management of the Republic of Vietnam (RVN) government. Although the Hoang Sa Islands long were a part of the sacred territory of Vietnam, China forcibly took troops to invade and occupy.

 

Differences in Wedding, Funeral and Nomination Ceremonies in Tonkin Before and After Village Custom Reform on Trial

     The communal village custom reform was the movement from 1905 to 1921 in some Tonkinese provinces. This was a prerequisite stage for the movement of rural reform in Tonkin afterward. This article is to deal with three key categories in the reform stage on trial: wedding, funeral and nomination ceremonies through custom descriptions recorded by Nom scripts at the Institute of Han Nom studies. Based on the statistical results, specific quantities, the author seeks to study on the changes before and after three above reforms.

     Given traditional institutional management of studying on communal village management under Nguyen dynasty, the authors seek to answer the question how did the Nguyen Dynasty handle the relationship between "King’s law” and "Village custom" in the village management in the nineteenth century in Vietnam?. Through the study on the relationship between law and communal village convention, the Nguyen came to establish the state policy in cooperation with communal village management apparatus and village convention in order to bring about good efficiency in the national administration and management. Nevertheless, in fact, the Nguyen dynasty was unable to fully control villages as they desired.

 

Mercantile Thought of Luong Khac Ninh in the Newspaper “Nong Co Min Dam”

     During the years as Editor in Chief of the Nong Co Min Dam, the first outstanding economic newspaper in Vietnam, Luong Ninh Khac wrote articles on practical works. His aim was to contribute to the changes of the Vietnamese perceptions from their disdain of trade to their respect for that. He considered trade as important and useful economic activities both for the country and for the people. His mercantile thought influenced significantly to change the economic thinking in the early twentieth century Vietnam.

 

The U.S’s Commercial Import Program for the Republic of Vietnam

     My research focuses on the progress, mechanism, exchange rate’s conditions and regulations of the Commercial Import Program (CIP), a particularly important component in American aids to Republic of Vietnam (RVN) during 1954-1975. The paper seeks to answers the question why the CIP was persistently maintained by the US government regardless of criticisms of the US Congress for its poor cost-effectiveness and particularly the unreasonably artificial exchange rate used as a backbone for the program. My research also addresses why the RVN’s government consistently endorses the CIP despite repeated warnings by RVN’s leading economists relating to its negative impact on domestic production, RVN’s dependence on foreign aid, export reduction, corruption and black market. By doing these analyses, I come to address the key question which is whether and what to extent the CIP can be interpreted as a manifestation of neo-colonialism or economic imperialism emerging after the World War II.

 

Japanese and British Alliance and Its Impacts to U.S and Japanese Relations in the Period 1902-23

     The article is to introduce the research of Prof Philippe Langlet (Paris, France) on a sheet of imperial Record of Tu Duc in 1874 with its contents, which reflects the ask of moving a landslided dike of Hung Yen in La Tien commune, Vong Phien canton, Phu Cu district. By doing research on these invaluable materials, for optimal exploration in its historic values that need to be disseminated more widely.
